ISSUES:
The selling of public land
The towns / shire is growing too quickly and is response driven rather than proactive to the changes for the future
Shire needs to spend more money on Dunsborough and other locations beyond Busselton.
Housing affordability - Land and rental costs in the area kill off small business. Busselton will become the cheap rental area so service industry workers will be putting more pressure on shire to provide public transport
Consider where the major increase in population will be, and how this should affect major decisions re infrastructure needs, eg hospital redevelopment (if that takes place). Factor in to this ease of access by public transport, car parking, volume of use. Possible that the CBD of Busselton might not be the best place for commercial development.
Research into the demographics trends of future tourist population to identify anticipated needs, eg preservation and provision of cheaper tourist accommodation and tourist facilities, preservation of beach frontage with public access
Consider the future demographics of the Shire population. Impacts on
*services needed
*Shire income.
*Which future facilities are likely to be used by a transient tourist population and which by a permanent resident population.
Will the current tourist trend of increased numbers during holiday times continue? Are there any ways that the Shire can improve facilities and services, eg temporary parking areas on the outskirts of town, shuttle buses to the town centre, perhaps extended shopping hour, to help the town function smoothly without extra costs being borne by residents
Provision of power and water – will they be adequate? Is there any point in investigating the use of solar power by the shire
As the shire becomes more accessible more people with disabilities will consider living and investing in the area increasing access and inclusion issues

TRENDS:
Increasing density of blocks in land development areas decreasing quality of "rural south west country life"
Suburbinisation diminishing community progress
The poor and disabled to be perceived as weights around a neck instead of partners in a life
Continued spread of rate payers money into the Busselton area rather than the whole region
Urbanisation of the coast line
Lack of forethought to recreational activities areas: sporting facilities and cultural/art performance venue
Use of creek lines, water ways and drains as ‘public open’ space in new developments
Prevention of real progress in the Vasse region with location of the new hospital. It will not be able to service the whole region from the existing location.
Busselton centric ‘oldies’ who have nothing better that to write letters to the paper and stopping things from happening
Dunsborough feels like a safe place to live
Drugs and alcohol abuse on the increase

The following submission was submitted by the UDIA:

A key issue that was highlighted at the meeting in April was the need for the LSPS to determine closely defined population growth projections for the Shire for the next 30 years. The variation between the expected growth (25,000) and proposed high growth scenarios (50,000) is alarming and could result in an under- or over supply of housing. The development industry needs certainty if it is to provide sufficient, affordable, well located and diverse housing choices to the community and the ability to do so is predicated on a clear understanding of the future population demand.

An accurate population profile is germane to the Shire understanding future needs in terms of the social, health, and education facilities that will be required in the future. The current under representation of young adults and over representation of aged persons cerates particular challenges for the Shire and LSPS has the opportunity to influence the attraction of the Shire to particular groups to ensure a sound and sustainable future for Busselton.

It was stated at the consultation meeting that the Shire is not considering any new settlements and that future develompent should encourage the growth of esisting townsites, however it is UDIA's view that the potential for new settlements should only be determined when the Shire has a more definitive analysis of population growth data. Clearly defined population projections are critical to the Shire understanding whether new settlement areas might be needed, the infrastructure and employment required to support these areas and the social and community facilities these settlements would require.
