The members of the community who attended the LOCAL ENVIRONMENTAL PLANNING STRATEGY community meeting in Feb 2008 had some strong and interesting views as to how the Shire should develop over time. The 'visions' for the Shire that were discussed include:

    •Ecologically sensitive development (implement a policy framework to encourage sustainable
    development)
    • All homes have rainwater tanks, solar panels etc
    • Community more aware of environmental issues
    • Regeneration of natural systems
    • Environmentally sensitive farming
    • Shire adequately funded and educated to implement Best Management Practice (implement a
    way of structuring fees to finance commitment)
    • No further development on the coast
    • Ecotourism developments encouraged
    • Shire adopts values of/consults Nyoongar people
    • Existing reserves consolidated/protected through legislation and bought back private land
    • Wetlands intact
    • Walking city – no cars in town centre and all other cars be carbon neutral – more public
    transport
    • Forward-thinking urban planning
    • Retention of all remaining bushland
    • Urban villages
    • Retain community feel
    • Aim to be the most energy-efficient, climate friendly Shire in Australia
    • No plastic bags
    • Recognition that the success of the economy is linked to the environment.
    • Healthy wetlands, waterways and Bay with less nutrients and algal blooms
    • Ecotourism based on attributes of the natural environment (diversity, forests, farm stay, farm
    tours, bird watching, walk trails)
    • Community input to major decisions affecting the Shire to be implemented
    • Busselton town centre – civic pride of built and natural assets – clean up needed
    • Cost of land/rates to be kept low with greater contribution to infrastructure by developers
    • Viable Western Ringtail Possum population
    • Development restricted to cleared, non-viable farmland. Protect all native vegetation.
    • Land with environmental values and privately owned to be available for purchase and
    reservation by government
    • Stable population – ‘population ceiling’.
    • Revegetate native vegetation within the Shire (especially peppermint trees)
    • Promote environmentally sensitive development
    • Promote ecotourism
    • Maintenance of existing landscape openness
    • Adequate recreation opportunities for expanding population.

Some of these things might be achievable - but some may not. WHAT NEEDS TO BE PRIORITISED?

Issues that may affect the way the Shire develops over the next 20-25 years
Key Issues:
- Population Growth
- Competition for diminishing water resources between urban needs, agriculture and mining
- Maintaining ecosystem health – rivers, Geographe Bay, the wetlands etc
- Fire Management, Particularly in partially forested parts of the Shire containing lifestyle, properties
- Management of Acid Sulphate Soils

Vision:
1. That a strong, environmental conservation principle underpins all planning decisions in order to retain, support and enhance
what currently remains.
2. That the pressure to develop at speed is relaxed to ensure sufficient community consultation permitted. The provision of third
party appeal rights on planning decisions would be necessary.
3. Through Shire example, greater respect and understanding is demonstrated by the community for its flora, fauna, and
environment generally. (No more killing of possums, no more removal of trees that block the view of the bay).
4. A strong sense of community connection to and ownership of the intrinsic natural values and a desire to maintain a sense of
living in the country, not just another suburb or city that is featureless and ubiquitous.

The following submission was submitted by a member of the Community:

- Encourage events and developments that compliment the landscape and environment
- Empowering universal designs in local government facilities that is reflected in commercial design (Disabled access in aspects of
the shire – in, out and about)
- Planning policies that encourage housing affordability and sustainability - not just McMansions
- Coastal maintenance & making the coastline accessible to all people – universally accessible so disabled visitors can enjoy more
aspects of our area than currently possible. Be a world leader in accessibility
- Enhanced outdoor family facilities - parks, playgrounds, BBQ areas, bike paths, mountain bike tracks, beach access
- Equitable access to recreation facilities, nature and ocean options in our district
- A fully operating public transport system – used by locals especially youth and office workers, and then by tourists
- More encouragement to the arts down here - more facilities and events so we don’t have to go to Perth all the time – promotion of
the arts
- Embrace the wineries and promote them as being in our region
- Maintain the atmosphere of Busselton, but improve the infrastructure where possible so that it copes with increased numbers of
people during holiday time. No more car parks in the town centre
- Make Dunsborough a Mall area with parking on the peripheral rather than in the town. People will need to walk in
- The Shire continues to be a safe place to live
- Queen St desperately needs a facelift, develop the Arts Centre whilst maintaining its integrity, reopen the coffee shop next to the - Arts Centre. Perhaps increase the presence of CALM so that it has more tourist appeal for visitors who would not normally think
about using CALM. Queen St is the logical way to the beach, and should showcase the town.
- Investigate ways of improving life after dark in the tourist precinct without encouraging the rat pack element(if possible!)
Compare walking down the main street in Margaret River after 6.00 p.m. with Queen St
- Host more international cultural events like the French Film Festival and the accompanying historical exhibition. There are plenty
of sporting events in the Shire, but few events/exhibitions of cultural interest
- Sort out the jetty
- To conserve our natural resources through careful planning and long term strategies such as rain water tanks, water wise gardens
but with grassed areas for some recreation in ‘suburbs’ and solar panels
- All health treatments are accessible within the shire to a greater degree

The following submission was submitted by the UDIA:

UDIA is an advocate of the importance for regional areas to retain their identity in the cae of pressures for growth and we anticipate that the LSPS will reinforce the strong sens of place that Busselton, Dunsborough and the Shire's smaller nodes enjoy.

UDIA were contributors to the development of the Shire's Residential Character Guide which encourages architectural design and building that reflects the local cultrural identity, environment and lifestyle of the South West and we have held our own forums to promote placemaking and the place-driven approach to informing urban and regional design. Placemaking is a sustainable approach to growth by taking into consideration the natural and created landscape, the environment, people and products and we encourage the Shire to give due consideration to development, mainting a unique sense of place and the protection of local culture and traditions.
