Irwin River Estuary Management Plan

The Irwin River is a highly valued feature of the Dongara and Port Denison townsites. It has important historic and environmental values and is a major drawcard to the area.  In early 2014, Land Insights were commissioned by the Shire of Irwin to review the 2002 Irwin River Estuary Coastal Management Plan. The review aimed to reflect current environmental and planning conditions and to provide new recommendations for the area.  The focus of the new Irwin River Estuary Management Plan is to maximise the potential for public access and facilities to the area and to enhance use of the area by locals and visitors.  Opportunities were identified for future use, provision of facilities and to enhance the environmental qualities of the area.

The Plan was recently endorsed by the Shire of Irwin Council at their November meetings and actions are already being out forward for implementation.  It is hoped that enhancement and improvement to access and facilities will maximise the river’s use by locals and visitors alike.  A copy of the Management Plan can be found at the Shire’s website.

Local Planning Strategy

In October 2007 Land Insights was appointed by the Shire of Ravensthorpe to undertake a detailed review of their existing Local Planning Strategy. This review was instigated by the conformation that BHP Billiton would begin operations of the Ravensthorpe Nickel Project which was expected to result in significant growth within the Shire, and more specifically within the townships of Ravensthorpe and Hopetoun.  The information in the revised Local Planning Strategy was intended to help guide planning within the Shire for the next 15 years and provide recommendations for planning in the long term in response to the mining operation. 
Land Insights worked closely with Data Analysis Australia to review the population and demographic information and to make population predictions for the future.  Following news in 2009 of the unexpected closure of the mine, the population predictions underwent another revision and the Local Planning Strategy was also amended to take into account the different land use demand expected in the Shire.
The recent changes in the resource sector of the Shire meant that another revision of the LPS was required.  Land insights has undertaken the revision over 2013/2014 to take into account the most up-to-date development information.

The Local Planning Planning Strategy has been released for public review and will shortly be finalised.

Esperance Coastal Management Plan

The original Shire of Esperance Coastal Management Plan was prepared in 2003.  Land Insights reviewed the plan, considering the changes that have occurred along the Shire's coast over the previous ten years.

The review of the plan identifies several Coastal Management Strategies that applied to all reserves along the coast.  The Plan also provides the Shire with a useful Action Plan for each individual beach.  The Action Plan identifies the broad issues associated with each beach and proposes specific Actions to be implemented by the Shire to ensure they are managed.The Coastal Management Plan can be used by the Council when working out budgets spending over the financial year and can be used to support funding and grant applications. 

The report was prepared over a 12 month time period and was adopted by Council in early 2014. A copy of the Management Plan can be found at the Shire’s website.

Babbage and Whitlock islands Structure Plan

In 2013, land Insights was commissioned by the Shire of Carnarvon to prepare a Structure Plan for Babbage and Whitlock Islands to guide planning and development over the next 15 years. The focus of the Structure Plan is to consider the existing land use, access, infrastructure and
ownership of the islands and future uses. Babbage and Whitlock Islands are situated off the coast at the Carnarvon townsite. The islands have been identified by the Shire as a significant opportunity for future development for high-end residential land, tourist, recreation and heritage sites and conservation of important environmental areas. The purpose of the Structure Plan is to assist the Shire and WAPC with future planning and development of the area. This project will aim to bring together information on the area and create a firm direction for the area in terms of planning, development and infrastructure. Key considerations throughout the project will include existing land uses, capacity of existing services and infrastructure, transport and movement network, environmental and heritage values, ownership and tourism potential.

Busselton Local Planning Strategy - Growth Options

Land Insights has been working with the City of Busselton to prepare a Local Planning Strategy. The purpose of the project is to combine the outcomes of the 5 sub-strategies prepared for the City in order to determine the future planning and growth for the City for the next 30-50 years. The project involves the preparation of different planning options for the City depending on the level/rate of growth - culminating in a Strategic Grown Options report that was released to stimulate discussion.

Comprehensive community and stakeholder consultation will take place to determine the preferred option and to identify any issues with the plans. The final LPS will contain  information to guide the growth of the City for the next 30-50 years and provide recommendations for the future review of the City’s Town Planning Scheme.

Rural Land Strategy

In early 2011 Land Insights commenced the review of the Shire of Serpentine-Jarrahdale Rural Land Strategy.  The overall purpose of the Rural Land Strategy is to preserve and enhance the Shire’s rural character and its role as an important economic contributor to the Shire and broader region.  It clearly indicates the high capability areas for agricultural land uses, consider how other rural uses (such as extractive industry and rural-industry) will be considered, provide guidance on how the Shire should process planning applications in rural areas and address rural settlement patterns.

The preparation of the Rural Land Strategy has required consideration of many viewpoints and opinions about future planning in the Shire.  Extensive community and stakeholder consultation was undertaken as part of the project and the desires of the community, Shire, government agencies, Department of Planning and other stakeholders were relatively different.  The draft Rural Land Strategy map was prepared based on planning principles and taking into account a variety of opinions and desires.
One of the issues raised during consultation was the economic viability of rural land in the Shire.  A Market Economic Assessment was conducted by a specialised agricultural economist to provide information on this issue.  The results of the assessment were taken into account in the preparation of the Strategy.

Kalgoorlie City Centre Strategy

In 2010 Land Insights was commissioned by the City of Kalgoorlie-Boulder to prepare the Kalgoorlie City Centre Strategy.  The project involves a thorough audit of the existing land-uses within the study area and investigation of innovative methods to improve its vitality and urban design. The objectives of the Strategy are as follows:

  • To improve the amenity and appearance of the study area and create a focal point for the community
  • Provide opportunities for increased economic development within the locality
  • Ensure new development is sympathetic to the existing built form and preserves the heritage values of the Kalgoorlie City Centre
  • Promote mixed use and higher density residential development within the areas immediately surround the city centre core to create a more vibrant and interactive City.

Dwellingup Structure Plan

In January 2009 Land Insights was appointed by the Shire of Murray to undertake a review of the Dwellingup Structure Development Plan (SDP).  The review is necessary in order to assist the Shire of Murray with the expected rise in population and expansion of urban development now and in the future. The information in the revised SDP will help guide planning within the Shire for the next 15 years and provide recommendations for planning in the long term.
The project involves the identification, justification and quantification of issues that present within the townsite and any possible solutions. It is the intention that the SDP will provide solutions, policies and strategies that address these issues.  The SDP will build upon the work originally undertaken as part of the 1999 SDP and the Population Impact Analysis prepared under the guidance of the Boddington Gold Mine Project Steering Committee.

Shire of Ravensthorpe Coastal Management Plan

  • Coastal assessment of each location
  • Consultation with the Shire and community
  • Preparation of a current, detailed management plan for the coastal reserves managed by the Shire

Shire of Denmark Coastal Reserves Management Strategy

In April 2010, Land Insights was commissioned to prepare the Shire of Denmark Coastal Reserves Management Strategy and Action Plan.   The project involved a review of the previous coastal management plan for the Shire and the preparation of a current, detailed management strategy for the coastal reserves in the Shire (Including Ocean Beach Reserve, Parry Beach Reserve, Boat Harbour Reserve and Peaceful bay Reserve).  The purpose of the plan is to assist the Shire in the future planning, management, rehabilitation and protection of their coastal reserves to provide for their sustainable use for environmental, social and economic purposes.  The recommendations in the plan should provide management strategies for the next 10 years.
Considerable community and stakeholder consultation was undertaken including meetings with the community at each coastal reserve, a community workshop, public advertisement of the draft plan and further meetings.

Peppermint Grove Beach Foreshore Management Plan

In November 2008 Land Insights was appointed by the Shire of Capel to prepare a Foreshore Management Plan for Peppermint Grove Beach.  The plan provided detailed information on the following:

  •  the current state of the beach (including current uses, access and environmental state)
  •  the management recommendations for environmental protection and rehabilitation
  •  the recommended actions for the future land use and management of the beach for recreational purposes and
  •  the recommended funding and implementation of the plan.

The project included consultation such as the distribution of a community questionnaire, meetings with a Steering Group, advertisement of the draft report and a public information evening.

Incentives Strategy for Biodiversity Conservation

Land Insights was commissioned in 2009 to prepare an Incentives Strategy for Conservation of Private Land in the Shire of Augusta-Margaret River.  The purpose of the Strategy is to assist with the protection and management of the Shire’s biodiversity assets.  The ultimate aim is that the Strategy will establish a framework which will provide information to private landowners who are interested in conservation of environmental assets on their properties and provide guidance to the Shire when assessing applications.
The project involved a review of the environmental data in the Shire, a review of a variety of incentives available to decide on the most appropriate for the Shire, community consultation, assessment of environmental values in the Shire and report preparation.

Peel Master Plans

In 2007 the Department of Water commissioned Land Insights to prepare Master Plans for Key Strategic Recreation Sites in the Peel area.  The purpose of the Master Plans was to guide the future development of the sites in order to improve facilities and enhance the natural environment.  The plans also provided guidance for foreshore management and for the future development of land for recreational purposes.  The four sites included Boundary Island, Herron Point, Tonkin Drive/Jennala Island/Nairns and Ravenswood Regional Open Space.  These sites were identified as future recreational sites that will possess a level of activity which is between restricted activity (such as Conservation Policy Areas) and high activity areas (such as Town Centre-Waterways Precinct Policy Areas).  The Master Plans aimed to help guide recreational development which conforms with the expected level of activity.

Local Planning Strategy - Shire of Boddington

In 2006 Land Insights was appointed to prepare the Shire of Boddington Local Planning Strategy in response to the re-opening of the Boddington Gold Mine.  The mining operation is focused on housing its workforce locally as opposed to a ‘drive-in/drive-out’ scenario.  As a result, the Shire has faced issues related to identifying and facilitating development of appropriately serviced land for urban, commercial and local industrial purposes. 
Land Insights’ predecessor, Belton-Taylforth, prepared the Local Planning Strategy on behalf of the Shire.  The LPS has been adopted and endorsed by the Western Australian Planning Commission.  There were several challenges associated with this project, including uncertainty regarding population forecasts, land requirements and the needs of the Shire.  These were overcome by discussing the project and requirements in detail with the mining company, DPI and the Shire.  These bodies are also involved in a coordinating committee for the project that continues to meet regularly.

Caddadup Land Use Master Plan

Caddadup Reserve is one of the larger local reserves within the City of Mandurah.  It is under a range of pressures for both land use and conservation purposes.  It is used for various recreational activities and contains major water-related infrastructure and also has environmental and community values.
The City of Mandurah appointed Land Insights to prepare a Land Use Master Plan to provide the Council with guidance for the future use and development of the reserve as well as a plan to implement proposals.  It will also provide the community and other users of the reserve with a clear understanding of Council’s intention for the reserve over time.
Land Insights undertook an environmental review of the site, considered the needs of existing users of the reserve and consulted with the community via facilitated community workshops.

Preston Industrial Park - Land Use Strategy

Department for Planning and Infrastructure commissioned Land Insights to complete an opportunities and constraints assessment and to prepare a draft Land Use Strategy for the Preston Industrial Area in Bunbury.  It is expected that the Land Use Strategy will contribute to the District Structure Plan for the area.  Essentially, the project involved the completion of detailed site investigations to obtain further information on the existing physical and biological environment and to determine whether future industrial development in the study area is suitable, or whether it would be possible for their redistribution and for the provision of different land uses.

Myalup-Binningup Structure Plan - Land Use Strategy

In 2006, Land Insights were commissioned by the then DPI Bunbury to undertake a study on the environmental, landscape and social characteristics of the Binningup-Myalup area to consider what constraints there were, if any, to future urban development.  This information formed the basis of a future District Structure Plan for the area.
Following the finalisation of the Scoping Paper for the Binningup-Myalup study area, the DPI Bunbury commissioned Land Insights to prepare a Land Use Strategy.  This involved a comprehensive investigation into what land uses are suitable for different areas of the study area, focussing on which areas have potential for future residential development.  A number of strategies and actions were prepared to help guide the remainder of the planning process for the area.

Environmental Scoping Paper - Mundijong Whitby

The Shire of Serpentine-Jarrahdale commissioned Land Insights to prepare an Environmental Scoping Paper as one of the first stages in the long-term planning project that will ultimately result in the urbanisation of the Mundijong-Whitby area The purpose of the environmental review was to provide the baseline environmental data for the area which could be used in to assist with future planning of the area.  This will help facilitate the future development of the land for residential and urban related development. 
Land Insights was appointed to assist the Shire and the Environmental Protection Authority in identifying an environmental baseline for the study area and to assist in the identification of additional work required to ensure that all significant environmental issues are adequately considered as part of the Structure Planning process. 
In this regard, the Scoping Paper prepared identifies information that is already known about the site and describes any further environmental investigations that are required to be completed.  The document has also been used as a basis for further environmental investigations within the study area.

Jerramungup Coastal Management Plan

Land Insights reviewed, in conjunction with Coastwise, the Shire of Jerramungup Coastal Management Plan in 2005.  The focus of the plan was to ensure that management across the entire coast was to be consistent and provide opportunities or a range of uses and experiences.
The project involved an audit of the 1995 Coastal Management Plan, identification of emerging and existing issues, and determination of new actions to implement.  The coast was divided into management sectors and recommendations prepared for each sector to assist with implementation.

Harvey Coastal Management Plan

Land Insights prepared the Shire of Harvey Coastal Management Plan in 2006.  The Shire’s coastline was faced with a number of pressures due to the increasing population growth and associated recreational use, particularly in Binningup and Myalup.  The role of the Plan was to:
• prepare management recommendations or coastal areas
• protect and enhance the coastal environment
• manage coastal land uses
• identify and provide or community-based coastal facilities.

Capel Coastal Management Plan

The Shire of Capel Coastal Management Plan was prepared by Land Insights in 2005.  A range of coastal management strategies were identified to provide broad direction or coastal management over the entire coast.  They provided guidance on main issues such as coastal administration and tenure, environmental management, access, land use conflict, facilities and signage.  The recommendations aimed to address these issues.  The coastline was divided into 4 sectors and recommendations provided or each supported by detailed plans to assist with implementation.
