The Shire of Toodyay has identified a shortfall in housing supply in a number of key sectors, including workforce housing. As part of its efforts to address this issue, the Shire engaged Land Insights to develop a scheme amendment and subdivision concept for a 4ha portion of land facing the Avon River in Toodyay. The site is well placed being adjacent to the Toodyay District High School and Toodyay Sports and Recreation Complex.

The Shire gave Land Insights the objective of making the site ready for subdivision and development for at least 50 lots. Our role included identifying the necessary zoning and R-Code density and to prepare a concept plan that responds to the topography and availability of services. We worked with the Shire Councillors and executive staff to identify the potential for the site, after which the amendment was crafted to deliver this. Other critical considerations included bushfire management, providing lot sizes that reflected the country town nature of the site, ability to develop various housing types and ability to bring a number of lots to market quickly.
