Land Insights led the Aveley rezoning and environmental investigations to support the future development of a large landholding in Perth’s northeast corridor. The site, located in Aveley, was zoned Rural under the Metropolitan Region Scheme (MRS). To enable future residential development, Land Insights prepared and lodged a proposal to rezone the land to Urban.
We delivered a detailed planning report that addressed key strategic planning objectives, surrounding land uses, and infrastructure servicing. The report formed the basis of the MRS Amendment proposal and supported early agency and stakeholder consultation.
As part of the Aveley rezoning and environmental investigations, Land Insights also completed two years of groundwater monitoring in accordance with Department of Water and Environmental Regulation (DWER) guidelines. This technical work informed an environmental review, which accompanied the formal referral of the amendment to the Environmental Protection Authority (EPA). The EPA assessed the proposal and issued a “Not Assessed – Advice Given” outcome, allowing the amendment to proceed through the planning system.
Throughout the process, we engaged closely with the Department of Planning, Lands and Heritage (DPLH), the City of Swan, and other relevant agencies. Our collaborative and staged approach helped manage complexity and streamline the statutory approval pathway.
In 2024, the Minister for Planning approved the amendment, paving the way for urban development on the site and helping meet housing demand in Perth’s growing northeast corridor.
