Land Insights led the Merredin solar farm planning process for one of Western Australia’s largest renewable energy projects. Commissioned in late 2016, the 100MW solar farm was initially developed by Stellata Energy near the Merredin Terminal Substation in the Wheatbelt.

Our involvement began with reviewing State and local planning frameworks to determine assessment requirements. We then prepared a comprehensive planning report, submitting it through the Joint Development Assessment Panel (JDAP) process via the Shire of Merredin.

The proposal included up to 400,000 tracking solar panels and associated infrastructure such as battery storage, inverters, transformers, underground cabling, and a maintenance compound. We also prepared a site-specific Environmental Management Plan, which supported the development application.

Beyond planning approvals, Land Insights secured a DWER Clearing Permit and managed the project’s referral under the Environment Protection and Biodiversity Conservation (EPBC) Act. This ensured the project met all State and Commonwealth environmental obligations.

Approval was granted by JDAP in June 2017. Land Insights continued to support the project as it progressed, helping to clear conditions and finalise site readiness. When the project changed hands to Risen Energy, we submitted a JDAP amendment for layout updates and supported the new proponent through final compliance steps.

The Merredin solar farm planning work showcases our ability to coordinate complex planning, environmental and regulatory approvals across jurisdictions. Today, the solar farm is fully operational and, to our knowledge, remains the largest of its kind in Western Australia.
