Kununurra Gravel and Landfill Access – Scoping Study for SWEK

Gravel and landfill access planning was a priority project for the Shire of Wyndham East Kimberley (SWEK). Land Insights was engaged to identify suitable land west of Kununurra for gravel extraction and future waste infrastructure. This planning supports the Shire’s long-term operational needs and reduces future risks to delivery.

The study focused on three strategic sites:

• Reserve 47334, with potential for landfill development
• Sites 2a and 2b, unallocated Crown Land with high-quality gravel resources
• Site 3, part of a pastoral lease, also suited to gravel extraction

We assessed each site based on land tenure, native title status, environmental conditions, and how easily it could connect to existing infrastructure. The review considered key legislation, including the Land Administration Act, Native Title Act, Environmental Protection Act, and Mining Act. Obligations under the Ord Final Agreement also guided our recommendations.

To ensure a complete view, we engaged with stakeholders such as the Department of Planning, Lands and Heritage, Main Roads WA, and MG Corporation. This collaboration helped us understand approval requirements and identify likely timeframes for land access.

From this work, we developed clear next steps. These included initiating compulsory acquisition for Site 2a, developing Indigenous Land Use Agreements (ILUAs), and recommending reserve amendments to support future waste management needs.

Our gravel and landfill access planning gave SWEK a clear path forward. The final report balances legal, cultural and environmental considerations while offering practical, staged actions to secure essential resources.
