Nomad Energy needed development approval for a 100MW/400MWh Battery Energy Storage System on a site adjacent to the Western Power Merredin Terminal Substation and the existing Merredin Solar Farm. The location was well-suited for grid connection, but the project’s regional significance triggered assessment through the Regional Development Assessment Panel, adding complexity to the approvals process.

Due to its regional significance, the project required assessment through the Regional Development Assessment Panel (RDAP). Land Insights led the planning process, preparing the application and coordinating input from bushfire and acoustic consultants.

We ensured the proposal aligned with planning frameworks and addressed land use, infrastructure integration, and environmental risk. In particular, we focused on noise management, bushfire safety, and visual integration with surrounding infrastructure.

The RDAP approved the application on 18 April 2024. The approval included a four-year window for substantial commencement. As the project evolved, Nomad Energy adjusted the design—updating battery container layouts and site access. To support this, we submitted a Form 2 amendment to the Shire of Merredin, which was approved without changes to the original conditions.

The approval was granted on 18 April 2024. When Nomad Energy subsequently revised the battery container layouts and site access configuration, Land Insights managed a Form 2 amendment through the Shire of Merredin, which was approved without changes to the original conditions.
