Land Insights was engaged by the Shire of Toodyay to prepare a Toodyay housing scheme amendment and subdivision concept plan that would unlock residential development on a 4-hectare site adjoining the Avon River. The project forms part of the Shire’s broader strategy to address identified shortfalls in housing supply, particularly for key workers and ageing residents.
Located adjacent to Toodyay District High School and the Toodyay Sports and Recreation Complex, the site is ideally positioned for infill development. The Shire’s objective was to deliver a concept that would support the creation of at least 50 lots, enabling diverse housing types and a staged release.
Land Insights led the preparation of the Toodyay housing scheme amendment by analysing topography, servicing, planning controls, bushfire risks and local character. Our concept plan prioritised good site responsiveness while enabling a walkable street layout with strong visual links to the Avon River.
The proposed amendment included a change to the local scheme map to designate the site as Residential zone with a split density code (R10/30). This would allow larger lot sizes in keeping with Toodyay’s country-town feel, while still enabling grouped and aged housing closer to services.
We worked collaboratively with Shire Councillors and senior staff throughout the process, ensuring the plan aligned with Toodyay’s goals for housing diversity, landscape sensitivity, and delivery readiness. Considerations also included bushfire mitigation, drainage management, and lot design that encourages rapid buildout of the first stages.
The final amendment was submitted for approval under the Planning and Development Act 2005. The project demonstrates how targeted planning can support rural towns in addressing housing shortages while maintaining local identity.
